Police welcome microblog tip-offs

BEIJING - China's Ministry of Public Security said on Wednesday that it will accept tip-offs sent by people to its official microblog accounts during the Spring Festival holiday.
Such tip-offs through microblog accounts tend to focus on crimes common during the Chinese traditional New Year, such as robbery, gatherings for gambling, and producing and selling poisonous and harmful good. The accounts are also expected to field tip-offs about potential safety risk concerning fireworks, large-scale events and fire control.
People can inform the police through the ministry's official microblog accounts at Tencent and Sina, the ministry said, adding that it will verify all tip-offs and deal with the verified ones according to laws.

Premier extends condolences over Iranian plane crash

Premier Li Keqiang telephoned Iranian First Vice-President Eshaq Jahangiri on August 12 to offer his condolences over a deadly air crash in the country.

"The plane crash in Iran has caused huge casualties. On behalf of the Chinese government, I hereby extend profound condolences to the victims, and express heartfelt sympathy to the injured and the bereft families," Li said.

Chinese Premier Li Keqiang walked for more than 5 km on a narrow, muddy country road on Monday to reach the epicenter of the deadly earthquake that struck the remote area and oversee relief efforts.

Key Points

A 6.5-magnitude earthquake rattled southwest China's Yunnan province at 4:30 p.m. Sunday.

The epicenter is in Longtoushan Township, 23 km southwest of the county seat of Ludian, in Zhaotong city.

More than 12,000 houses have been toppled and 30,000 damaged in the quake zone.

At least 381 people dead and 1,801 injured

Many of the homes that collapsed in Ludian, which has a population of about 429,000, were old and made of brick.

More than 2,500 troops dispatched to the disaster region.

Li arrived in Longquan village, Yunnan province, to inspect the severe damage caused by the 6.5-magnitude earthquake that struck Sunday, claiming the lives of at least 398 people and injured more than 1,802, according to Xinhua.On his walk to the village, Li stepped aside many times for soldiers and doctors who were carrying the injured, telling them to "hurry up" and "seize every second to rescue people".
"Now is the most crucial time!" Li shouted from the top of a devastated building to the army troops and armed police who were busy searching for survivors.
He added: "If you save one more person, you save one more happy family. Saving lives is the top priority. Hurry up! Don't stop! Save people at all costs!"
Because many buildings along the road had visible cracks, Li urged local officials to go into each room to check if it was safe and to make sure no resident lives under a roof that may collapse. He said more tents were being transferred to the area for temporary shelter.
Some local officials told Li that food and other relief supplies were in shortage due to the damage to most roads into the area. Li immediately ordered for food, water and medicine to be delivered by air.
Many injured villagers were being treated in a temporary medical station in the playground of the village's middle school. Li went there in person to make sure the medical supplies were adequate. He told doctors and nurses to take good care of each patient and to keep the death and disability rates as low as possible.

PLA backs ousting of corrupt military leader

BEIJING - All units of the People's Liberation Army (PLA) have voiced support to the expulsion of Xu Caihou from the Communist Party of China (CPC) for alleged corruption, the PLA Daily said.
The general departments of staff, politics, logistics and armament, as well as CPC committees of the navy, air force and the second artillery force believe the decision by the CPC Central Committee was correct and displayed the Party's firm resolve to fight corruption with an attitude of zero tolerance, according to the newspaper which has carried articles on Xu, 71, from Tuesday through Thursday.
Military area commands of Shenyang, Beijing, Lanzhou, Jinan, Nanjing, Guangzhou and Chengdu also showed their support and loyalty to the CPC and President Xi Jinping, who also serves as chairman of the Central Military Commission (CMC), the reports said.
Xu, former vice chairman of the CMC, may face prosecution as his case has been forwarded by the CPC discipline agency to prosecutors.
Investigations by the Party's discipline watchdog found that Xu took advantage of his post to assist the promotion of other people and accepted bribes personally and through his family members.
He is also accused of seeking profits for others in exchange for money and properties, through his family members.
The graft probe into Xu showed the CPC's determination to safeguard the integrity of the Party and the PLA. All the officers of the PLA must follow the instructions of the CPC Central Committee and Chairman Xi to contribute to building a strong military, the daily said.
The paper urged education, management and supervision over Party members in the armed forces to maintain the purity of the Party.

Peking Opera singer Mei Lanfang remembered in London

A 120th anniversary celebration for the late Chinese opera singer Mei Lanfang was held on October 18, at the School of Oriental and African Studies, University of London.

The celebration was held through a combination of performances and academic discussions, to explore Mei's style, influence, national and international relevance, as well as significance to contemporary practice.

Mei, born on 22 October 1894 in Beijing, became a superstar in Peking Opera due to his outstanding perfoming ability and innovations relating to the technique and repertoire of Peking opera.

As well, Mei's international tours to Japan, USA, Russia and Europe established him as one of the most significant Chinese cultural ambassadors in the twentieth century.

The celebration is jointly organized between the Music Department of SOAS, University of London, Royal Holloway China Humanities Research Centre and SOAS China institute. It was attended by scholars both from Britain and China.

"We are remembering Mei Lanfang and other great jingju masters not for their fame but for the courage and skills they had in responding to the great challenges in the fast changing world at the beginning of the 20th century," said Li Ruru, Professor of Chinese Theatre Studies at the University of Leeds.

"We memorize Mei Lanfang and other outstanding opera masters not only not only because they are famous, but also because their drama concept and their response to rapid changes in the early 20th century society shows the courage and ability," Li said.

Li added that sadly today's generation of young Chinese people believe that Peking Opera is an outdated form of entertainment, and she urged them to get in touch with the essence of China's national culture.

In addition, Ashley Thorpe, Lecturer in Drama and Theatre at Royal Holloway, University of London, also gave a speech about Mei's previous experiences in London at the event. It is known that Mei was in London in 1935, as is shown in old photographs perserved till today.

Pianist Li returns to Beijing music festival

As part of the Beijing Music Festival, pianist Li Yundi will give a recital on Thursday at the Wangfujing Church, marking his return to the festival after a four-year absence.
Acclaimed both at home and abroad, Li was the youngest and first Chinese winner of the Chopin International Piano Competition and is widely acclaimed for his interpretation of Chopin. Though he performs at prestigious venues around the world, Li has been absent from the capital city's annual music festival since 2010.
His return performance will be held in the historic Wangfujing Church. A church concert has been a feature of the Beijing Music Festival since the inaugural event in 2006.
This year's church concert, sponsored by UBS, will include works by Chopin, Beethoven and Schumann, as well as a selection of Chinese songs.

Party's leadership "most fundamental guarantee" for rule of law in China

BEIJING, Oct. 23 (Xinhua) -- The Communist Party of China (CPC) leadership is "the most fundamental guarantee" for comprehensively advancing the rule of law and building a country under the socialist rule of law, leaders said at a key meeting Thursday.
The effectiveness of implementing rule of law will be a significant index in judging the work of officials at various levels and will be added to their performance appraisal system, the Party said, according to a communique of the fourth plenary session of the 18th CPC Central Committee held from Monday to Thursday.
The communique called for governing by law, and all cadres taking the lead to abide by law, warning against illegally exercising powers, allow replacement of law with words, pressing law with powers, and bending law for personal gains.
Party organizations in the people's congresses, governments, political advisory bodies, judicial apparatus and procuratorates at all levels should lead and monitor their units in abiding by Constitution and laws, and all legal violations in exercising powers, the communique said.
The communique also called for improved regulations and system of the Party to strengthen self-discipline and promote Party members to take the lead in abiding by state laws.
The People's Liberation Army will promote the rule of law and enforce strict discipline. Tightly focusing on the goal of building a stronger army under the new circumstances, the country will establish a military legal system with Chinese characteristics, and improve the level of rule of law in national defense and army building.
China will guarantee the practice of "one country, two systems" and promote national reunification in line with laws, maintaining the long-term prosperity of Hong Kong and Macao, and protecting the rights and interests of peoples in Hong Kong, Macao and Taiwan, according to the communique.
The country will also strengthen its work on foreign-related legal work, safeguarding China's sovereignty, security and development interests, as well as Chinese citizens, legal persons' legitimate rights in abroad and that of the foreign people and legal persons, the communique said.

Peace Mission-2014 anti-terror drill kicks off in N China

Party vows to be more selective on members

The Communist Party of China will be more selective when recruiting new members, according to rules published on Tuesday by the General Office of the CPC Central Committee.
Experts said they believe the move indicates that the Party is striving to enhance its ruling capacity by controlling its size while improving the quality of new members.
The Central Committee requires all branch organizations to recruit new members in a "prudent" and "balanced" manner.
The latest version of the rules for recruiting Party members articulates that efforts should be made to control the overall size of the Party and to improve its structure and quality.
The version came after the Party's central leadership met in January 2013 and asked its organizations across the country to build a force featuring "moderate scale, reasonable structure, sound quality, strict discipline and outstanding work style".
Statistics from the Organization Department of the CPC Central Committee showed there were more than 85 million Party members by the end of 2012. There were about 4.2 million grassroots organizations as of 2012, which recruited 3.23 million members that year alone.
Many parties in the West try to recruit as many members as possible to get the votes they need to become a ruling party, said Wu Hui, an associate professor of governance at the Party School of the CPC Central Committee.
"But China has different conditions. We should emphasize quality, not quantity, of Party members to guarantee its ruling capacity," he said.
Apart from the huge number of Party members placing great pressure on management, the unwieldy structure has become a thorny issue, he said.
"Our studies indicate that Party, government and military organizations at high levels have a high proportion of Party members, while the proportion is very low in village committees, private companies and other grassroots organizations," Wu said.
The Party's central leadership should balance the structure by enlisting more members in rural areas, where they can play a bigger role in helping resolve social issues related to demolition and land acquisitions, he said.
Xu Yaotong, a professor of politics at the Chinese Academy of Governance, said the Party should also try to strengthen evaluation work of its members and expel unqualified ones.

New accord on security sealed with Afghanistan

China and Afghanistan reached a "new important consensus" on Tuesday on combating the East Turkistan Islamic Movement as Afghanistan's new president arrived in Beijing for his first state visit since being sworn in.
Beijing also vowed to strengthen its support for reconstruction in Afghanistan, pledging assistance of 2 billion yuan ($327 million) from 2014 to 2017. It will also train 3,000 professionals in various fields for Kabul.
"President Ghani said that the new Afghan government will firmly support China to fight the ETIM," said Kong Xuanyou, director general of the Department of Asian Affairs at the Foreign Ministry.
Kong was speaking after Afghan President Ashraf Ghani Ahmadzai's meeting with President Xi Jinping at the Great Hall of the People.
"The two sides reached a new important consensus on joint efforts in that regard," Kong said. He did not disclose details.
Ghani arrived in Beijing on Tuesday for a fourday visit.He was sworn in as Afghan president on September 29, replacing Hamid Karzai and marking the first peaceful transition of power in thewartorn country.
"Afghanistan will not allow any activities that threaten China's (security) on Afghan territory," Ghani said during the meeting with Xi, according to amedia release.
China and Afghanistan share a border of just 76 km. Support fromoutside of China has been behind a spate of attacks in the Xinjiang Uygur autonomous region and other locations, which have left hundreds dead over the past two years. Some terrorists are based on the Afghan Pakistani border.
Xi vowed strong support for the peace and reconciliation process in Afghanistan "led by the Afghan people", aside from reconstruction efforts. Most US and NATO combat troops will pull back from Afghanistan by the end of this year.
Ghani said before leaving for Beijing,"We face common threats and this leads us to cooperate on peace and security."
Xu Tao, a researcher at the China Institutes of Contemporary International Relations, said security in Afghanistan has great significance for the situation in China and the whole of Central Asia.
Rustam Shah Mohmand, former Pakistani ambassador to Afghanistan told Xinhua News Agency that China can play a key role in Afghanistan's peace process due to its friendly relations with Pakistan and Iran, the major players in Afghanistan.
Ghani will also meet with Premier LiKeqiang and top legislator Zhang Dejiang during his stay and attend the Fourth Foreign Ministerial Conference of the Istanbul Processon Afghanistan on Friday.

New lunar mission to test Chang'e-5 technology

BEIJING -- China will launch a new lunar mission this week to test technology likely to be used in Chang'e-5, a future lunar probe with the ability to return to Earth.
The experimental spacecraft launched this week is expected to reach a location near the moon and automatically return to Earth, the first time in China's lunar mission, according to a source with the State Administration of Science, Technology and Industry for National Defense on Wednesday.The test model is currently in normal condition and is scheduled to launch between Friday and Sunday from the Xichang Satellite Launch Center.
The mission will involve the spacecraft entering, exiting, and re-entering the Earth's atmosphere and landing on Earth, the source said.
During this process, the spacecraft's speed will be slowed down so it can land safely at a determined location, a key capability needed for Chang'e-5, which may return from the moon at a very high speed, according to the scientists' explanation.
The Chang'e-5 probe, expected to launch in 2017, will be tasked with landing on the moon, collecting samples and returning to Earth.

No agreement after 'forced cremation'

Talks over how to handle the remains of a farmer's body that authorities burned in his coffin are stalled.The family of Cheng Chaomu, who died on Dec 13 but was not cremated as is the rule in Jingxian county, Anhui province, said they are only willing to place the remains in the ground after authorities release five people the family claims were detained in a clash caused by the forced cremation.
"Township officials have visited us twice since Sunday, and told us they would release one or two of those detained before the end of January if we agreed to bury the remains again," Cheng Yinzhu, the youngest daughter of Cheng Chaomu, said on Wednesday.
"But we are only willing to do that after they release the five people. We have consulted a lawyer, who told us the authorities have been involved in the crime of insulting the corpse."
Bao Chenglong, deputy Party chief of Jingxian's Jingchuan township, said on Wednesday that the officials were still in talks with the family. He declined to say why police have detained the five villagers, including Cheng Yinzhu's sister-in-law.
"There will be a satisfying solution," Bao added.
The incident exposed administrative defects and legal loopholes that tested China's efforts to move from a burial culture to cremation in order to save land.
The controversy started on Dec 19, three days after Cheng Chaomu's body was buried, when regional authorities organized police, firefighters and other government employees to Qinfeng village to exhume and burn the coffin.
The forced cremation, which law experts said violates regulations by central government on funeral management, led to a bloody clash between the law enforcement team and rural residents in Qinfeng village.
The family claimed authorities took away five people after the conflict and relatives are banned from paying them visits at the detention house.
The family said they knew they violated a local rule by not cremating the body but the county government acted in "retribution" for a dispute last year over relocation compensation
"Two other households had buried loved ones without cremation but were not punished," Cheng Yinzhu said.
The authorities declined to comment.
